The levels of knowledge hierarchy (i.e., data, information, knowledge, and wisdom), are described in the Qur’an, the ahadith, and the literature produced during Islamic civilization’s Golden Age. They also have been discussed by western and non-Muslim scholars. However, while implementing and using information and communication technology (ICT), only the first three levels are currently being explored and utilized. Wisdom has not been discussed to any great extent. ICT has designed systems to assist us and has improved our life and work. However, such tools as decision-support systems and executive information systems comprise only data, information, and knowledge.

Instructional/Communication Technology has come to mean, in a narrow sense, media hardware or a set of tools enabling human beings to overcome their physical limitations. Etymologically, it means one or more techniques, both concrete and abstract, that help human beings solve problems. By extension, instructional technology (IT) means all tools at our disposal for facilitating learning. Tickton (1971) defines the purpose of IT as making "education more productive and more individual, to give instruction a more scientific base, and to make instruction more powerful, learning more immediate, and access more equal." While the technology itself might be neutral as a medium and as a means of instructional communication, it is the nature of its use, in terms of timely and appropriate messages, that is the key to understanding its consequences. It is this final factor upon which society needs to focus.

Principles in Planning Library Education Programs in the Muslim World PDF Print E-mail

Four major principles for planning library education programs in [the] Muslim World are considered of importance: the environmental needs, the application of programs, the cultures, backgrounds and traditions of the nation, and the future changes. The Muslim World is acquiring expertise largely from non-Muslim nations through recruiting expert planners or through sending their students to developed countries to acquire knowledge, then apply it. Both approaches are seen to have some problems at the time of acquisition and application of planned programs. These problems are discussed and planners are expected to be aware of these principles before they start their plans. Blind application of library technology is considered the main reason €or the failure of library education programs in some Muslim World countries. A balance of application, in accordance with the four principles, is recommended.
